good morning, bay area! let's get up and get going. >> this is "abc7 mornings." good morning and thanks so much for joining us on this sunday, january 20th. i'm chris nguyen. let's start with a first look at the forecast. here's meteorologist frances dinglasan in for lisa argen. good morning, frances. >> good morning, chris. the cold front is hitting the north bay right now. you can see live doppler 7, that line of orange and red. it's going to move southeast throughout the day. right now some heavier rain falling through santa rosa. and in san francisco, we saw some light showers passing through. it's raining right now through parts of the east bay. i wanted to show you a quick live shot of the bay bridge. here's some of that rain falling right now. and on our storm impact scale, we're ranking this storm a one. it's one out of five, light today. we're expecting less than half an inch of rain for most areas, a little bit more in higher elevations and along the coast, but winds will pick up with

gusts up to 45 miles per hour, so there is a wind advisory in effect this evening and also a very slight chance of thunderstorms and even some small hail because of this cold system passing through. in the next hour, we'll still see the heavier rain through parts of the north bay. you see that line there. it moves southeast. and by 9:00, we'll see the heavier rain move towards the peninsula and parts of the east bay. and by lunchtime, possibly a little bit of a break. so that might be a good time to head outdoors before more showers arrive this afternoon and this evening. i'll have the complete details coming up. chris? frances, thanks. more snow is on the way to the sierra as a winter storm warning goes into effect at 9:00 a.m. up to 2 feet of snow is expected in higher elevations. interstate 80 looked pretty good yesterday afternoon for those headed up to tahoe, but that's expected to change. it could be dangerous for drivers, especially once the snow starts coming down. the warning is supposed to expire monday morning. remember, you can always check the conditions where you live with the abc7 news app, free to download in the app store.

you can enable push alerts so we can notify you of any hazards or warnings related to the weather. in the east bay a father and his darnarowly escaped a fire that tore through their pinole apartment. everything they owned was destroyed and fire officials say they're lucky the flames were contained to only one of the units. abc7's unser hassan has the details. >> reporter: witness video captured the flames as they burned through this apartment in pinole. >> all we hear is the alarms started going off, and before i come out, it's like the whole kitchen is on flames. >> reporter: rafael rodriguez lived in the apartment with his daughter, who was asleep when the fire started. >> and she cut her foot. >> reporter: she actually cut her foot trying to break a window to get out. >> i tried opening my eyes a couple times but i couldn't see anything. i tried opening my window. that didn't work. all i know is my dad's grabbing me and pulling me out. >> reporter: the family says the flames spread so fast that they weren't able to grab anything on their way out. rafael says he's complained about electrical problems with the stove to his landlord for

months. he thinks that's what caused the fire. >> and before you know it, i'm hitting the kitchen, trying to put it out. i just couldn't. i just told her, let's go, let's go, let's just grab everything out of here. let's get out. >> we know that it started in the kitchen area. that's where we had most of the charring and heavy fire damage. >> reporter: battalion chief charles thomas says his crew did a great job containing the fire to one unit, despite facing some obstacles of their own, given that the apartment is at the end of a long driveway. >> can't get all my crews and equipment in here, so they have to do stretch lines. the nearest water supply is 200 feet away. so they had to get, you know, carry heavy hose to get to the water. >> reporter: panicked neighbors watched as crews cleaned up the area, relieved that the fire didn't spread throughout the complex. >> because it's so close with all this nasty garbage and then, you know, people, kids, people run around. anything could have happened. it could have been a lot worse. >> reporter: as you can see, the family were able to make it out, but they were not able to save their dog. they plan to stay at a shelter until they find a new home.

in pinole, ancer hasan, abc7 news. >> developing news, president trump offered up a compromise to end the government shutdown, but democrats are saying it's a no go while renewing calls for the president to reopen the government. early this morning he tweeted "nancy pelosi has behaved so irrationally and has gone so far to the left that she has now officially become a radical democrat. she is so petrified of the lefties in her party that she has lost control. and by the way, clean up the streets in san francisco. they are disgusting." here's abc news reporter maggie rulli. >> reporter: nearly one month into the shutdown and the president seems to be changing up his negotiations. >> straightforward, fair, reasonable, and common sense with lots of compromise. >> reporter: that compromise still includes his demands for the $5.7 billion he wants to build his border wall. >> these are steel barriers in

high-priority locations. a steel barrier will help us stop illegal immigration while safely directing commerce to our lawful ports of entry. >> reporter: in exchange, president trump agrees to extend work authorizations and other protections for three more years for so-called dreamers, undocumented immigrants brought to the u.s. as children. the president also proposed extending temporary protected status for some 300,000 others but offered no pathway to citizenship beyond that, releasing a statement before the president had spoken, speaker nancy pelosi called it a nonstarter, having said in the past that the dreamers and the border wall should not be linked. >> well, because they're two different subjects. >> reporter: democrats are reportedly close to a different offer, something that includes $1 billion for border-related measures but no money for trump's wall. congress is off on recess until tuesday, but even when they get back, it doesn't seem like this announcement has gotten them any

closer to a solution. maggie rulli, abc news, new york. with 800,000 federal employees going without pay, the question is did the president's speech bring anyone closer to reopening the government? abc7 news reporter katie utehs has reaction from experts and political leaders. >> i am here today to break the logjam. >> reporter: president donald trump says he's pushing forward, but his pitch fell short, says former dean of the university of san francisco school of law. >> this is prime to just push the ball a little bit, but it was not a real good-faith effort. a good-faith effort would have said let's put our employees back to work and then let's discuss the hard issues on immigration. >> reporter: the president insistent on a border wall. >> the plan includes $5.7 billion for a strategic deployment of physical barriers or a wall. >> reporter: which democrats say is a bad investment that doesn't accomplish trump's stated goals or theirs. >> why would we spend $6 billion for something that isn't going

to be effective, even for what he wants it to be? so, it's frustrating, to say the least. >> reporter: east bay congressman mark desaulnier held a town hall saturday afternoon. >> going to take as many questions as possible. >> reporter: many of his constituents are many of the 800,000 federal workers going without pay during the government shutdown. >> we've been working with mortgage companies and financial institutions. >> reporter: the president discussed short-term protections for daca and those fleeing their home countries. they say it needs to be addressed but not tied to the shutdown. >> congress hasn't debated these issues in the last 20 years, so we need that to be done, but not at the expense of holding federal employees hostage. >> reporter: speaker nancy pelosi says the president's latest pitch is a no-go because it includes funding for the wall and does not include those permanent protections for dreamers. at this point, not any closer to the end of the government shutdown. katie utehs, abc7 news. >> and with negotiations at a

standstill and the government shutdown entering its fifth week, 2020 presidential candidate senator kirsten gillibrand comes to "this week." watch the full interview at 8:00 right here on abc7. in the north bay, a deadly crash involving a car and a bicyclist brought traffic to a standstill on southbound highway 101. the chp says they got a call about a man wearing dark clothing weaving across all five lanes of the highway on his bicycle. the bicyclist was struck on the freeway in corte madera at the tamil pieas off-ramp last night. lanes were shut down for nearly two hours. in n san jose, police are investating after a woman was shot and killed. it happened on kaleida drive just after 5:30 last night. police say the motive and circumstances surrounding the shooting are unclear. no one has been arrested. they're waiting to publicly identify the victim until family has been notified. time now is 6:08. across the country, women took to the streets for the third

annual women's march. this is a look at some of the largest rallies in the nation held in washington, d.c., new york city, los angeles, and right here in the bay area. at least six women's marches were held locally. abc7 news reporter cornell barnard takes us to a few of them. >> whose streets? >> our streets! >> reporter: many got loud. others got political. thousands made their way down market street to the women's march. we spotted san francisco mayor london breed, who spoke out for equal pay. >> let us not be satisfied until women are finally making the same amount of money and even more than men. >> reporter: a large crowd filled civic center to join the fight for equality and celebrate women in politics. lisa gerossi brought her daughter, casey. >> she wants to be president, so we're trying to keep her involved as much as we can with what's going on today. ♪ >> reporter: in oakland, this march was on the move from lake merritt to city hall.

many signs in the crowd reflecting the times. >> wanted to come out and represent in solidarity for women's rights, for health care, for housing, for all the issues that impact a lot of people around the world. >> reporter: the first march started in 2017 as a protest to president trump's arrival in office. >> we march because we knew then, then, that donald trump was trying to turn back the clock. we knew it. we showed up and we said no way. ♪ >> reporter: in san jose, a smaller crowd gathered at arena green for a rally to champion women's rights. stanford law professor mike dauber spearheaded the campaign to recall judge aaron persky. >> we're saying no to abusers and enablers in public office. no abusers in office. no abusers in the white house. no abusers on the supreme court. >> reporter: in san francisco, cornell barnard, abc7 news. time now is 6:10. happening tonight, expect to see your social media feeds flooded

with images from a superblood wolf moon lunar eclipse. bay area residents may not get a good view of it due to clouds and showers expected. it begins at 8:41 p.m. with the maximum eclipse at 9:10. you have until 9:43 before it ends. it's considered a supermoon because of its close distance to earth. during totality, the moon will look blood colored because of sunlight scattering off the earth's atmosphere. the full moon in january is also sometimes called the wolf moon, and so that's why when you put it all together, it's called a superblood wolf moon. if it's too cloudy for you to see the eclipse, there is a live stream on facebook. it's 6:11. frances, you're watching the weather. i know your kids are excited for that viewing and they'll be glued to the computer screens, probably, right? >> yeah, that's your best bet to watch a live streaming because it's going to be cloudy and we've got showers throughout the day. i'm going to take you outside and show you some slick roads and showers falling right now

in the north bay, santa rosa ity officials have reportedly sa approved a new housing development in a neighborhood destroyed by the 2017 tubbs fire. according to "the press democrat," a san francisco developer will build the round barn village in the fountain grove area. the townhouse complex will have more than 230 units. each is expected to cost $600,000. a dozen units will be priced below market levels. construction is set to start in april. after an 88-year-old woman was nearly beaned to death, the neighborhood where it happened held a public safety meeting. abc7 news was in san francisco as various leaders, police, and dozens of residents gathered at the visitation valley elementary school. it was nearly two weeks ago that yik oy wong was attacked and left for dead at a playground. there is a concern that robbers and burglars are targeting members of the older asian community. >> we're moving resources from

other areas into the visitation valley area. we're also increasing visible patrols for our black and whites. >> you can call the police department's anonymous tip line at identify the man in this sketch. the police union is offering a $10,000 reward for information leading to an arrest. and a gofundme campaign for wong has raised more than $7,000. san mateo police are reporting an uptick in car break-ins. multiple vehicles were broken into yesterday morning west of alameda delas polgas and south to hillsdale boulevard. some windows were smashed in, while other vehicles were unlocked. police say an increase in surveillance is helping them catch vehicles. the ceo of our car cam says monitor more than just your front door. >> driving is all being recorded. and when your car's parked, it's on guard.

and if it senses something happening, it fires up, records. and if it think something bad is happening, it sends that video to your phone. so even if somebody steals your car, you get the video. >> so it's smart, right? >> that was an interview from abc7's "midday live," our weekday 11:00 a.m. newscast. it's expanded to a full hour and is all about what you missed since you got up, trending topics and breaking news in the bay area. marshawn lynch went beast mode on president trump during an appearance on "realtime with bill maher." when the host pressed for a response to the president calling him unpatriotic for sitting during the national anthem, lynch hit back. the oakland native used a colorful expletive in describing mr. trump. lynch created a buzz when he wore a shirt that said "everybody versus trump" to a game in 2017. he also weighed in on the changing face of oakland. lynch says he is buying real estate in the city to help fight gentrification and to give people a place to live. a space mission delayed five times finally went off without a

hitch yesterday from vandenberg air force base in santa barbara county. >> lift-off of the united launch alliance delta 4 heavy rocket -- >> the delta 4 heavy rocket is carrying a u.s. spy satellite. the mission was previously scrubbed for various reasons, including high winds and a hydrogen leak. now an accuweather update from "abc7 mornings." >> cold front approaching the bay area right now. it's hitting the north bay. you can see here with live doppler 7 and the satellite of the cloud cover. but this line of orange and red is the cold front moving through right now. and we can get some pretty moderate rainfall. in fact, the precipitation rate could be almost half an inch per hour as the cold front moves through. you can expect the heavy rain to hit some of these neighborhoods in the next hour. in novato at 6:25, san rafael at 6:33, then heading towards richmond at 6:45. and we'll also see the heavy rain move through parts of the peninsula as well. here's a live shot of san rafael. we've got slick roads, wet cameras and temperatures mainly

in the 50s. mild for the most part. san francisco and oakland in the upper 50s but cooler in some of the areas like morgan hill at 50 degrees. and here's a live shot from emeryville, so we've got the low clouds, some showers already pass through here. fog also a problem in some areas. and here's a forecast for today. we have cold showers. it's going to be breezy as well. in fact, there is coastal flood and wind advisories that will take effect today. and then if you want a break from all the rain, the dry pattern starts tomorrow and continues through the workweek. on our storm impact scale, we're ranking this storm a one. it's light today, one out of five. we're expecting less than half an inch of rain for most areas, but the winds will pick up, especially this afternoon and this evening. we could see gusts up to 45 miles per hour, especially along the coast and in the higher elevations. and there is also a slight chance of thunderstorms and small hail because of this cold system passing through. and here's how it plays out. in the next couple hours, we'll still see most of the rainfall through parts of the north bay,

but you notice it could even be pretty heavy at times with that area of red and orange there. and then by 11:00, we'll see some hit-and-miss showers all around the bay area. so, your best bet for doing something outdoors will be right around midday, because in the evening, the rain starts to move back in. some heavier rain through san francisco and vallejo as well. notice the pink and the white. that's snow. 9:00 is when we have the lunar eclipse. and unfortunately, it looks like we'll have clouds and showers to block our view. the showers taper off overnight into tomorrow morning when we'll have a chilly start, but then dry conditions through the rest of the week. a coastal flood advisory in effect from 8:00 until noon today. high tide at about 7 feet, peaks at about 10:00 this morning. so, minor flooding is possible along the low-lying areas along the coast and along the bayshore. and be extra careful if you're heading out this evening with a wind advisory that starts at 6:00 tonight. gusts up to 45 miles per hour.

with the grounds already saturated, we could possibly see some downed trees. and look out for blowing debris. also not a great day to head up to the sierra. winter storm warning starts at 9:00 today and continues into tomorrow morning. up to 3 feet of snow possible over the passes. and with the showers today, temperatures will be on the mild side. upper 50s to near 60s. tomorrow will be a chilly start with some temperatures dropping to near 40 degrees. here's the accuweather seven-day forecast. so, we've got the storm level one today, showers and breezy conditions. and then tomorrow just a few sprinkles during the morning, but we're drying off. it will be cool for martin luther king jr. day for all the events out there. you'll need a jacket, but you can put the umbrella away. things will be cool on tuesday and wednesday morning, but high pressure builds. lots of warmth, lots of sunshine, well above average, near 70 for the end of the workweek and into next weekend. >> can't believe it. like, really. i mean, i just hear 70s.

hitting the north bay first. you can see it with live doppler 7. santa rosa already got 0.1 inches this morning. this is a live shot from san rafael with light rain falling. snow to fall at times in the north bay and through the bay area. today's storm ranks a one. it's light. we're expecting less than half an inch for most areas, but the winds will pick up, especially this afternoon and this evening with gusts up to 45 miles per hour. there is a wind advisory that takes effect tonight and also a slight chance of thunderstorms and hail because of this cold system passing through. so, during the 7:00 hour, most of the rain still in the north bay, even heavy spots. you notice the areas of red and orange at times. but we've got spotty showers throughout the bay area even by lunchtime, so grab a jacket if you're heading outdoors. hit-and-miss showers throughout the midday. then the heavier showers move in again tonight at around 5:30. that pink and white, that's the snow there as well as snow in the sierra. and you'll see some heavy rain during the evening hours through

the bay area. i'll have all the details coming up. chris? >> frances, thank you. in the east bay, a crowd estimated in the thousands turned out for a march in walnut creek yesterday. at the end, people gathered at civic park downtown for a rally. many held signs clad in pink fightr for equality. others took note of the current government shutdown and fighting over a border wall. they said this was their time to make their voices heard. >> this is an important time in our life and in our country that we need to make a statement and we need to show up, we need to represent. and having two daughters, this is even a bigger deal than more than before. >> this is the third year that there's been a women's march in walnut creek. new this morning, a bay area tech company is reportedly facing a gender bias lawsuit. according to "wired," red road shores-based oracle allegedly paid some of its female employees more than $13,000 less than men working the same jobs. 4,200 female employees filed the lawsuit back in 2017.

the lawsuit claims the base pay, bonuses, and stock grants for women were much lower than for men. oracle has not commented on the issue. in the north bay, coast guard families hurting because of the shutdown received some much-needed help. abc7 news was in novato as the san francisco marin food bank brought its mobile pantry to town. about 150 coast guard families got to stock up on food and other necessities. they've been going without a paycheck for nearly four weeks. the food bank says it is simply there to help. >> this is amazing. a lot of amazing people have come out to help us, and it's huge. it really is. it's a big deal. >> it's sad. this is food that we'd like to be giving to other people, but we're trying to spread the food out and share it with these families who need our help today. >> the food bank also helped eligible families with signing up for assistance from the state. today a spaghetti feed will be served to u.s. coast guard members at the south beach yacht club near oracle park.

visitor centers at sequoia and kings canyon national parks are now open on the weekends. the non-profit sequoia parks conservancy made a donation last week that covers national park service rangers and maintenance. park visitor centers have been closed for the past 28 days during the shutdown. an animal rescue in the north bay is offering free pet food to pet owners who work for the federal government but aren't getting paid. napa-based jamison animal rescue ranch says it will provide food for any kind of pet, including dogs, fish, even horses. the non-profit rescue says it can send the food to pet owners. people do have to apply for the help. we have information on how to do that on our website, abc7news.com. outrage is growing over students who mocked a native american vietnam veteran. it's hard to watch. this is video captured at friday's indigenous people's

march in washington. it shows what appears to be a teen wearing a make america great again hat staring at an older man drumming. others surrounded the man, jeering and chanting. the students were attending the march for life from covington catholic high school in kentucky. >> i heard them saying "build that wall, build that wall." this is indigenous land. we never had walls. we never had a prison. we always took care of our elders. we took care of our children, taught them right from wrong. >> school administrators say the students will be punished and could be expelled. at least 73 people are dead following a fuel line explosion in mexico. investigators say that pipeline was illegally tapped, sparking a huge fireball that incinerated many of the victims. at least 74 other people are injured. friday's explosion happened in the central part of the country and is part of an ongoing problem. authorities say gas pipelines have been illegally tapped at least ten times over the past 90

days. the time is 6:37. teachers in another major u.s. city could soon be on strike. denver teachers are voting on whether they want to strike. the teachers union rejected a proposal from the district last week that was $8 million shy of what they wanted for improvements and increased teacher pay. in los angeles, teachers have now been on strike for a week. closed-door negotiations went on for a third straight day yesterday, and city officials called friday's meeting productive. on friday, hundreds of oakland teachers walked out, demanding smaller class sizes and better wages. it's not an official strike, but teachers are expected to have a strike vote later this month. happening today in san francisco, a service to honor dr. martin luther king jr. grace cathedral will hold its annual service of prayers and psalms to celebrate the life of the civil rights leader. this year's theme -- we're all in this another -- is meant to spark greater dialogue and action. the event is free and open to all. the first service starts at 3:00 this afternoon. also happening today, a

and of course, we'll bring you all the highlights starting tonight at 5:00. until then, have a great day. now an accuweather update from "abc7 mornings." >> good morning. i'm meteorologist frances dinglasan. check out the cold front moving through the north bay right now. you see the line of orange and red. that's the heavier rainfall. and we have some rain falling along 101. in fact, this heavier rain is going to hit novato at 6:47, richmond 7:07, and then head to berkeley by 7:14. here's a live shot from our roof looking out towards the bay bridge. gray skies out there, fog as well that we're dealing with. san francisco, currently 58 degrees. so it's pretty mild out there. in oakland it's 57, san jose 55, but cooler in morgan hill, 50 degrees there. and today's storm is a level one. it's light, one out of five. we're expecting less than half an inch of rain for most areas. gusts will pick up, though, this afternoon and this evening, especially along the coast and higher elevations. up to 45 miles per hour and there's a very slight chance of thunderstorms and even some small hail because of this cold

system. so, in the next couple hours, we'll still see most of the rainfall stay in the north bay with, again, some heavier showers here indicated by the orange and red even and yellow. and then spotty showers all around the bay area during midday, 10:00 through noon and 1:00. so, it's hit-and-miss during that time. probably the best time to head outdoors, because after the cold front passes through, we'll get another wave this evening moving through the peninsula, san francisco and through parts of the east bay. and then that swings through 9:00 tonight. we'll see just pockets of showers and some cloudy conditions. unfortunately, not great viewing conditions for the lunar eclipse tonight. and the showers taper off overnight into tomorrow morning where we have somewhat of a clear start and some chillier conditions with less cloud cover. so, rainfall potential. again, most areas under half an inch. in fact, around a quarter of an inch in many areas, less in some of the rain shadow areas like mountain view and more than in

in some of the higher elevations and parts of the north bay. there's a coastal flood advisory in effect 8:00 this morning through noon today with a high tide peaking near 10:00 this morning up to 7 feet. so watch out for some minor flooding along the coast and possibly the bayshore along the low-lying areas. wind advisory in effect tonight through tomorrow morning. gusts up to 45 miles per hour. and this is along the coast and the bayshore line as well. and because the ground's already saturated, we could see possible downed trees. be careful if you're heading out this evening and driving through the area. a winter storm warning in effect through the sierra starting at 9:00. don't drive there. we could see up to 3 feet of snow over the highest peaks, so that means chain controls, possible road closures. and we've got the rainy conditions today bringing us mild temperatures, although we're cooler compared to yesterday, upper 50s to near 60 for the most part. tomorrow a chillier start, especially in the north bay. 38 in lakeport, low 30s through

santa rosa and napa and some 40s through the bay area. and our storm ranking one is light today but we'll see those hit-and-miss showers throughout the day, breezy as well. so be careful if you're heading out, especially this evening as the winds pick in. we've got some early-morning sprinkles. just a few tomorrow for the holiday, martin luther king jr. day. should be mostly dry but notice it's cooler after that cold front passes through. some chilly mornings tuesday and wednesday and then sunshine and springlike temperatures for next weekend, near 70 degrees as high pressure builds and it's going to feel like a totally different bay area. >> yeah, a lot to look forward to. frances, thank you. transit is tough all over the bay area. there are never enough trains or buses. and if you're driving, you've got a lot of traffic to deal with. the south bay is served by vta and caltrain, plus ace and amtrak, but we're still years away from seeing b.a.r.t. extend there. b.a.r.t. is working its way south. it opened a station at warm springs in south fremont in

2017. a 16-mile extension will eventually include milpitas, san jose, and santa clara. starting this week, some minor construction work will commence in san jose on santa clara street between third and market. work is going to disrupt this part of downtown, but some people say it's worth it. >> reporter: in downtown san jose, commuters say solutions to the bay area's traffic struggles can't come soon enough. >> i often visit family in the east bay area, and that's another terrible commute. so, b.a.r.t. is an affordable and pretty quick way to get around. i'm very excited for a san jose line. >> reporter: that's right, b.a.r.t. in san jose is one step closer to actually happening. starting monday, the vta will begin the first visible field work related to the underground station between market and third. >> i'm definitely willing to suffer the initial parts of it to get that added benefits later on. >> reporter: crews are collecting data by boring into the ground on sidewalks, streets and parking spaces to survey the site, which will help with completing the design phase of
